Overview of the Valley View Specific Plan and Park/Open Space Development

Valley View Specific Plan

The Valley View Specific Plan covers the 2,037 acres of land south of Highway 50 and south of El Dorado Hills Town Center along Latrobe Road. The Valley View development is situated to the East of Latrobe Road and across from the El Dorado Hills Business Park.

The Valley View Specific Plan calls for three separate villages of housing and community development; West Valley Village, East Ridge Village, and White Rock Village. This development contains high-density residential, multi-family residential, and medium density residential.

Park & Open Space Development

There are currently three park spaces within the Valley View Specific Plan that have been acquired by the El Dorado Hills Community Services District. The first site, Valley View Sports Park, is a fully-developed park located adjacent to the Montessori school property. Valley View Sports Park opened in February 2015. There are two other sites that have been acquired and are being evaluated for development.

Park Site # 1:        This park site is predominately an Oak Grove located in a ravine area, located north of Cornerstone Drive; this park is suitable for a passive/low-impact design

Park Site # 2:         This park is predominately a wetland area located at Blackstone Parkway and Keystone Drive; this park could accommodate an active/moderate-impact design

Community Engagement Findings

September, 2018

In September, 2018, the District held the first community engagement meeting, introducing the preliminary concepts for both park sites. Approximately 100+ members of the community attended the engagement event and provided feedback on the concept designs and proposed amenities. Comment cards were provided at the meeting to enhance community feedback for the projects.

February, 2019

In February, 2019, the District sent a letter (Full Letter) to the Blackstone HOA for distribution to residents with the details of the comment card findings. The results were as follows:

Park Site # 1

A total of 94 comments were received for Park Site # 1. Based on ranking and feedback provided, the most desirable amenities wanted by the community were as follows:

Park Site #2

A total of 103 comments were received for Park Site # 2. Based on the interest and feedback received, Park Site # 2 appears to be the more favorable site to be developed. A list of 13 amenities were provided to rank in order of preference, results are listed below:

April, 2019

In April, 2019, the District held community feedback meetings at the Blackstone Clubhouse, presenting the findings from the comment cards and revised designs for Park Site #1 and Park Site #2. Additionally, the District presented the anticipated increases to the Valley View LLAD assessment for each site and concept.

Annual Assessments & Valley View LLAD #50

Among other annual taxes and assessments on Valley View residents’ property taxes (e.g. CFD, ZOB), and HOA dues, there is a Landscape Lighting Assessment (Valley View LLAD #50). That LLAD partially pays for maintenance costs of public parks in the Valley View Specific Plan.

What is an LLAD?

The Landscape and Lighting Act of 1972 allows local government agencies to form Landscape & Lighting Maintenance Districts for the purpose of financing the costs and expenses of landscaping and lighting public areas. This act can be used by any local agency including cities, counties, and special districts such as school districts and water districts. The many approved uses include installation and maintenance of landscaping, statues, fountains, general lighting, traffic lights, recreational and playground courts and equipment, and public restrooms. Additionally, the Act allows for acquisition of parks and open spaces, plus the construction of community centers, municipal auditoriums or halls to be financed. Valley View LLAD #50

The Valley View LLAD is located in the Blackstone subdivision in southern El Dorado Hills. This LLAD includes several park sites, including a community park, however, only one park has been built to-date. The Valley View Sports Park was opened in February, 2015. LLAD members are not assessed for improvements that have not been developed/installed.

The current annual assessment of $121.13 per year for LLAD #50 is based on the District's Fiscal Year 2018-19 Final Annual Engineer's Report. The assessment currently includes the repair and maintenance of the park and scheduled deferred maintenance and replacement of park amenities.

Valley View Sports Park includes:

  • Two multi-use sports fields
  • Covered picnic area
  • Play structures
  • Concrete paths
  • Restroom
  • Eight fabric shade coverings
  • On-site parking.

The budgeted deferred maintenance scheduled for Valley View Sports Park in the Fiscal Year 2018/2019 includes:

Option 3 – Do not build a park at this time

This option does not define when the park will be reconsidered for construction and it does not preserve the funds that are now available to build a new park in the Blackstone Community. Should this option be the selection of the Board of Directors, then it is likely that the funds for constructing this park will be allocated to other facilities, such as for community-wide facilities. An example of such a community-wide facility is Community Park and Promontory Park.

Creekside Greens Park

Creekside Greens Park is located off of White Rock Road, on Concordia Drive. This park is 1.71 acres and was opened in 2004. To visit the park information page, click here. It is adjacent to a wetland preserve and offers the following amenities:

Heritage/Carson Creek Project

The park project at the Heritage Carson Creek development is a partnership between Lennar Corporation and the El Dorado Hills Community Services District. This park will be located approximately a mile from the Valley View Sports Park, and is located on Carson Crossing Road near Heritage Parkway.

Construction plans have been approved for this park by the District in January, 2019, proposals were received May 16, 2019 and construction is scheduled to occur throughout Summer 2019.

Frequently Asked Questions (FAQ)

Does the District maintain the trail system within the Blackstone Community?

No, the trail system is maintained by the developer (Lennar) and the HOA.

What will the District put in place to enforce the dawn to dusk park hours?

If a parking lot is placed in the southern park (Park Site #2), there will be a gate to close the parking lot when the park is not open.

Will the parks being proposed connect to the existing trail system?

One of the amenities being propossed inlcudes walking trails in both parks that would be accessible from the existing trail system
